Templar is the leader of an organization known as N.O.W.H.E.R.E. With the world still adapting to the emergence of super heroes, aliens and metahumans, Templar and N.O.W.H.E.R.E. seek to control the young adolescent heroes that have been popping up all over the world, feeling that the older more adult heroes are far past the point of being able to be controlled. In order to accomplish this, Templar organizes the creation of his ultimate weapon, Superboy, a clone of Jon Kent. He seeks to use Superboy against the first major threat that rears it's head towards him, the Teen Titans, lead by Tim Drake. |
