Charger is a member of the shape-changing, psychic humanoid super-beings whose exact origins are not fully understood. They claimed to be descended from an ancient race that, they believed, was God's first creation, before Adam and Eve. They also believed that it was their duty to protect Earth from the inferior species known as Homo Sapiens by conquering them. The first step to achieving this was to destroy the United States, an to that end the Circle provided weapons to Quraci terrorists, who deployed them in Metropolis.
It was while in Qurac to put a stop to the terrorists that Superman first learned of the Circle's existence, when his mind was probed by the group's leader Prana. Prana believed that Superman was the fulfilment of the Circle's prophecy of the Chosen One, a member who at some point in antiquity had broken away from the group, but who would one day return to lead the Circle to it's rightful domination of the planet. Prana's efforts to telepathically link with Superman put to great a strain on his mind and he suffered a stroke and died. Prana's widow Zahara, assumed leadership of the group and decided that Superman was not the Chosen One, but rather a renegade ex-member of the group. Holding Superman responsible for her husband's death, she sent Charger and other members of the Circle to extract revenge.
