Charlie Hendel was an agent of the Ghost, who had infiltrated the Captain Atom Project. He lied to the first Doctor Spectro (Thomas Emery), claiming General Wade Eiling had asked him to teach Charlie how to use the Doctor Spectro equipment. Once Emery had taught him Hendel placed Emery into a coma and took over Doctor Spectro's persona. |
