Dennis Blake was a member of a group of six individuals chosen to be given powers, by the Hutchings Institute, (run by the right-wing Harold Melrose) so they could act as a new group of American heroes. The experiment went awry when the satellite storing mutagenic stellar radiation was struck by space debris and discharged into the Rocky Mountains, creating Starman (Will Paynton). Blake and the other members of the Power Elite were still given powers, to a lesser degree by the institute and were sent to try and recover Starman in an effort to strip him of his super-human powers. |
