Spinning: The Top is able to spin at great (but not superhuman) speeds. The Spinning gives him inspiration i.e., suddenly he'd develop a new weapon or crime plan.
Mental Powers: The Top’s spinning eventually gave him powerful telekinetic and telepathic powers. Since his soul returned from hell the Top has developed a new mental ability that allows him to induce severe disorientation and vertigo in his victims.
Weapons: The Top utilises tops that contain explosives, glue, oil, blinding flares, gases, constricting metal bands, etc. The Top once built a massive "Atomic Grenade Top" that could have destroyed half the planet. |

Small-time criminal Roscoe Dillon decided he needed a gimmick to improve his career. Having been fascinated by tops as a child, he chose the top as his gimmick and his super-criminal identity, building his crimes around spinning and top-like gadgets, and bringing him to the attention of the Flash. Eventually Dillon died after he became sensitive to the Flash's super-speed vibrations and his brain overheated. However, he did not remain dead but returned to possess the body of Senator Thomas O'Neill. |
