| Ottis Flannegan was a rat catcher for Gotham City Sanitation Department who somehow learned to train rats to follow his commands. He killed a man in a bar brawl and was sentenced to ten years in prison. Following his release he began kidnapping people involved with his trial, including the judge, a warden and a witness. For five years he kept his victims hostage in Gotham’s sewer. He lived there as well, and spent all his time training an army of rats. | ||||
