Enhanced Abilities: The Ghost Goblin is a Spirit of Vengeance with superhuman strength, endurance and durability He had sufficient enough to rip apart other Spirits of Vengeance with his bare hands.
Body Armour: The Ghost Goblin utilizes an armored costume that provides a measure of protection against physical harm.
Hellfire: The Ghost Goblin can project hellfire from his mouth and generate chains composed of hellfire capable of burning the souls of other beings.
Weapons: The Ghost Goblin carries a large satchel full of the severed heads of Multiversal Spirits of Vengeance that he has decapitated and he hurls the skulls (which he referred to as "Noggin Bombs") as weapons, which would explode in a blast of soul-burning hellfire.
Senses: The Ghost Goblin’s status as a Spirit of Vengeance grants him the ability to sense the taint of demonic influence in other Spirits of Vengeance.
Flight: The Ghost Goblin uses a motorized glider for air travel.
 
Origins:
 
Earth-45863's Norman Osborn was one of the richest men in the entire Multiverse, so much so that he even had Elder gods on his payroll. He sold is soul to Mephisto and he was made a Spirit of Vengeance.
He would be pulled from the Multiverse by an alternate version of Doctor Doom and recruited to his new Masters of Evil. They were working in tandem with Mephisto to take out Earth's legacy heroes over time and dimensions.
